Well according to The Gunnarson Legacy; eventually we're going to reach a point where what's happening is that Hartley's nephew takes over and completes his uncle's work- so keep that in mind.

Just some stuff for LM 18 when the time comes:
(Confronting Byrne at the climax)
"Do you really think you can outsmart me Byrne!? I've dealt with Nazi elite forces more threatening than you and your grunts!" Walton declared as he searched around for his former colleague. "We both know why you didnt fight in the war... can you really say you're a match for me? You don't have my training, you don't have my experience. Nothing you ever saw as a policeman comes close to what I fought against. Did you honestly believe your obstacles were a match for me?" He said, turning around and entering a room... finally coming face to face with the former detective.
"You're right, I don't have your training. But I think you're overlooking a key detail" Byrne pointed out.
"What?" Walton said as he aimed his gun at Byrne
(Leads into Toz's thing)
......
(After Commissioner Turner takes over)
"Michael Walton... I am aware of your little... arsenal you keep on hand with you. Now, I do not deny that it has proven useful and has been instrumental in taking down certain criminals. However... I do want to remind you that you are no longer in the army. As a police officer we really should not require such.. excessive force" Turner explained.
"With all due respect sir- I only use my equipment against enemies where it is clear confronting them normally would be a greater threat than going up against them fully armed. And with the rise of a new Generation of Crime Lords, and the known assets of the Ripper Underground; I think we need to at least be ready for their moves" Walton explained
"You make a fair point. So I will say this- Walton, I expect you to only resort to these means when the situation is appropriate. By that- I do of course refer to if you find yourself in situations involving the Ripper Underground, Brotherhood of the Dark, Army of the Fallen and Spider Web" Turner explained.
"Of course sir" and with that, Walton was dismissed.

(Possible set up for Walton's role in 18)
Gent had summoned Walton to his office; although things were a bit messy as he was clearing and packing his things, he knew that there was still unfinished business to attend to.
"Walton; as you know under my leadership, many notorious criminals have been brought to justice or taken down. The Irish Mob and Black Scorpion; the assassins and Dr. Drugg. Heck, Elvira vanished off the face of the earth. And yet, there is one criminal left that still bothers me..." Gent explained..
"Lionel Kenneth, sir?" Walton asked.
"Yes; Blade is the last of a generation of criminals that have left a rather substantial mark on London during my time. The Blade Syndicate is effectively dismantled, but I fear what he may be up to" Gent explained.
"He's basically trapped in a corner sir; our best reports suggest it's just him and two associates: Muller and the traitorous Byrne. Between them they got a trunkful of supplies, but nothing like their operation we busted at the mine" Walton explained.
"Exactly. But Blade is craft and intelligent; it's clear he cannot be stopped by normal means. Walton; I cannot in good conscience retire until Blade is taken down. But I am under a strict time frame to step down. So I have a special assignment for you" Gent explained.
"Do you want me to take down Blade?" Walton asked.
"Perceptive as ever; between your intelligence network and SAS training Blade faces an uphill struggle against you. He's outsmarted us too many times, but this time- I'm sending his worst nightmare after him" Gent stated.
"Worst nightmare?"
"You've got eyes and ears everywhere, SAS training and you lead the charge to take down his operation- even if he doesn't fear you, he knows what you're capable of" Gent explained.
"I understand sir; where shall I start?" Walton asked
(Leads into what Toz wants to do)

You know what, something actually occurred to me:
The Man had no way of knowing Hartley's problems at that particular point and there's no way he would know to call at that moment- so him calling Hartley then hanging up makes no sense.
I'll just hold onto the bit as reference for the essence of the scene for a critical moment in 20 and rework it as appropriate then
Remember the important thing: Hartley does not consider the man a threat in anyway; he sees him only as a nutcase and is more concerned about how the heck he's even alive after being shot four times.

MARLENA GENT IN FUTURE LMs
LM18: Marlena is kidnapped by Blade as revenge for what she did in LM13, is forced to make a sadistic choice, and is only too happy to get her revenge.
LM24: Marlena and her three friends, the "Homicide Four" are new to the police force and now have to investigate a strange case: two bodies, two bullet holes, but only one bullet.
LM2X: A simple investigation into a suicide turns into a complex web of intrigue when the Spider's Web turns out to be involved. Will the Homicide Four crack the case? Or even escape with their lives?
LM3X: In need of a break, Marlena has traveled to New York in 1960 for a vacation. But the death of a prominent civil rights advocate leads Marlena into action as she helps American authorities hunt down this hateful killer.
LM38: Stein and Marlena are tasked with brining in Gunnarson. Marlena tries to play both sides.
LM4X: When Marlena's close friend is raped at a party but she couldn't see the monster who did it, Marlena vows to take the case. But it quickly becomes clear that there are only three suspects... the other members of the Homicide Four.

Characters:
The Homicide Four: Four new recruits to the force that specialize in homicide cases, they quickly form a close camaraderie and friendship... for a time...
Marlena Gent: Scotland Yard's first female detective, Gent has a lot of problems, and she deals with them by being incredibly nosy and stubborn. But she's also fiercely loyal and good at what she does.
Damian Weinstein: The charismatic redhead and jokester of the group, Damian knows more about ballistics than anyone, and often serves as the unofficial leader of the team.
Marcus Brant: Blunt, introverted, and secretive, Brant would rather be in the lab analyzing fingerprints than out in the field. But his analytical eye and careful methodology make him an irreplaceable team member.
James Bluegrass: A former Texan, James is rather sexist towards Gent at first, but eventually matures as a person, and his knack for knowing just the right bit of helpful trivia makes him the team's secret weapon. His closet homosexuality is his greatest secret, and he and his roommate/lover Tristan publicly claim to be cousins.
Others:
Lady Marcia Aranie: Lady Aranie is a wealthy aristocratic woman living in downtown London, although she hails from Italy. Initially a suspect in the Two Bodies, One Bullet case, she later becomes an invaluable ally to the Homicide Four... but she's got a shocking secret...
Ethan Muller: After the events of LM18: Muller has gone into hiding under the name Tuomas Winskan as Aranie's butler. Will Marlena rat him out? Or will [spoilers from LM18]?
Hector Vance: The villain of the American novel, Vance is a deranged, gun-toting white supremacist and a slippery foe even for the NYPD. It might take Marlena's vigilante action to take him down.
Freddy Armstrong: A friend Marlena makes in America... a lover, perhaps?
The One-Eyed Man: While the epilogue of LM18 reveals that [spoilers], the cast (save for Muller) doesn't know this. They do know that he's got some connection to JJE, he might be multiple people, and he's got a thing for spiders...

LM XX: In The Heart of Darkness
The sun had just set over London, and activity all over the city was beginning to wind down. With few exceptions, most everyone was either at home, or at restaurants or pubs.
Adolf Gunnarson and the rest of the staff at Koket of Sweden were busy with dinner
Detective Sergeant Marlena Gent and retired Commissioner Gent weโre settling down to dinner at home
Detective Inspector Michael Walton and his family were settling down to dinner at their home, as Walton changed radio stations, looking for their favorite radio program
Detective Inspector Stein was at a library, researching Greek mythology to understand a case he was investigating that seemed to involve centaurs, of all possible creatures.
Everything was going quite peacefully, but then Big Ben chimed 8 times. 8:00 had come, and so had the night Londoners would not soon forget.
One second, all was peaceful. But then, the unthinkable. All the radios, regardless of station, suddenly were preempted as a new broadcast began.
โHello, people of London. This is Shadow speaking. For too long this city has been plagued with peace and civility. The light of justice shines brightly over London... and tonight the Brotherhood of the Dark will change all of that. I hope youโre ready London, for tonight, darkness falls and the Brotherhood rises.
What happened next would lead to one of the scariest nights in London history. One second, people all over the city felt what seemed to be shockwaves. Then, there was complete darkness, as the lights went out... the electricity cut off.
As of on que, all sorts of scoundrels and thugs emerged from the alleys and sewers and other places no one gave a second glance to. And in Trafalgar Square, one man has the audacity to climb one of the many monuments present, and proceeded to address his assembled โbrothersโ
โGo! Drown this city in darkness, and cast my SHADOW ALL OVER LONDON!!โ The one called Shadow declares as he laughed in sadistic pleasure.
โMonths of planning, recruiting and deploying... this is MY moment. Eat your heart out Bury, thereโs a new king of crime in London, and his Shadow will swallow you while!โ He declared before proceeding to take part in the chaos
