With the reintroduction of an old face and the introduction of a new one, I imagine there could be some confusion over who exactly they are meant to be. This is to clarify any confusion that may have resulted since the Spirits are not traditional "forces of good and evil"
The Spirit of Order, also known as the Spirit of the Prism, is a benevolent spirit who wants to see the power of the Prism be used for good, because he sees "good" as being most in line with order. Therefore, he wants to see humanity flourish, be free and prosperous. He is not "good because he is inherently good" but rather he sees good morality as being the path "most likely to ensure a free world... free from suffering and despair." While he is the one who controls the Prism's power, it is at a cost: he is bound to the Prism, unable to free roam... unlike his counterpart.
The Spirit of Chaos, also known by "a name so long and unpronounceable that any man who tries to say it is driven insane," is a being of pure malevolence, who seeks to see the world suffer, drowning humanity in despair and tyranny. He openly embraced evil because he saw it as falling perfectly in line with his desire for causing the suffering of others... for little more than his own entertainment. While he has no control of the Prism when it is whole... in exchange he is not bound to anything, able to freely travel wherever he desires to spread his chaos.

From a meta perspective, there is meant to be deep symbolism here. The Prism itself is meant to represent "a light of hope; a beacon of order against a sea of despair and chaos"
(NOTE: This does NOT mean the Colorfolk are perfect; but they would never do anything intentionally malevolent or spread chaos for their own amusement; hence why they never invaded other territories or tried to take power for their own. They are flawed and human, as we shall see in time)
Also of important note: Both beings are immensely powerful; we are talking "Make Metalicana look like a joke" powerful; probably not up there with Teacher, but they are very, VERY powerful. The catch? Not only are they equal to each other, but they can not use their power to directly harm each other, or others. Hence, why the Spirit of Order created the Colorfolk; by channeling the power through a "secondary conduit" it can be used to stop the forces of evil; i.e. a Colorman can kill an evil mage if it is in the name of self defense or the defense of others. But the Spirits of Order and Chaos cannot directly harm others.
Conversely, the Spirit of Chaos cannot directly harm others, but he can create situations where someone may or may not get injured by their own actions. For example, he can start a fire, as long as in the process he doesn't harm anyone. But, if these individuals cause harm to themselves as a result of reactions to the fire, then that is fair game... and to the Spirit of Chaos, far more "entertaining."
They are also both unkillable; representing the eternal nature of Order and Chaos.
