(Yeah it's basically, the sky's the limit, and newer things can pop in before older things, it's just whatever we want to add in we can add because we don't need historical accuracy since it's just an adventure series, if that makes sense.)
According to reports, the Empire was currently hanging around near a city called Vortun, so naturally Diesel ordered his men to set sail for it.
Trevors and his men decided to stick along for the battle because they had nothing better to do while their ship was lying in the bottom of the sea.
And so the quest to defeat the Empire of the Clouds began.

EPISODE 5 The sun was beginning to set on the first day of the voyage; Captain Jones was expressing concern. "I don't like it- the seas may be clear now, but once it goes dark all it will take is some overcast to throw us off course" he explained. "First mate Collins can handle himself I assure you- and we're in for calm seas so we should be fine. And if pirates should come along...' Frank gestured towards the plague flag. "Ah, all right. Let's turn in then- I predict a long day for tomorrow" Captain Jones said. "Busy day?" Frank asked. "No... just the opposite- hopefully the crew won't get too bored" he said. Elsewhere... ( Just want to clarify- Vortun is an island, not a city. It is a big island though, serving as the major trade hub for the greater islands of the Aderan Sea.)

(Someone needs to make a map of the Aderan Sea ) After Tuggington returned to his ship, the Saltash had made its way to port, and Tiberius was preparing for his attack. The Queen Redicci III wasn't due for another week, but Tiberius took no chances. He met Tuggington at a tavern. "I spotted a ship, the Grey Eagle, sailing out of port with the remains of a ship in tow." Tiberius said. "I know of that ship. They're pretty clever, they've been known to fly a plague flag when pirates approach to ward them off. Might be worth a look." Having relayed his intelligence, Tiberius walked through town towards the Council Hall. Although not the capital of the Effarn Empire, Vortun was the biggest port because of its location. The Aderan Sea was seperated from the rest of the world by a large reef that surrounded it to the south and a massive glacier to the north, so the only way to leave it was either between the glacier and the reef in the east and west, a risky journey at the best of times, or through a gap in the reef where ships could safely navigate. The only island within a day's sail from that gap was Vortun, so the port there thrived despite its inconvinient location on the side of the island away from the reef (the other side of the island was all dangerously steep cliffs). As Tiberius was walking, he heard a commotion on the quayside. He donned his orphan disguise and ran to investigate.

"That boy stole my money!" a little boy cried. The teenage scamp was running as fast as he could and laughing whilst doing so. Tiberius watched on, interested.
Suddenly a hand grabbed the man. He lurched, tripped, and fell. Looking up, he saw a man towering above him with a scowl on his face. He had the Navy emblem on his sleeve.
"Give the boy back his money and then run on home, punk," said Admiral Diesel angrily, "or I'll turn you young rapscallion in to the police."
"Y-yes sir," the boy replied shakily.

At sea, the Grey Eagle was going along smoothly, and Frank was checking the conditions.
"What we need is a good headwind; would cut down on the travel time between here and now" he observed.
"Can't control nature lad; you know that" Captain Jones replied.

Tuggington was back aboard the Scrap Iron Dreadnought, being an infamous ship forced to to dock on the outskirts of all the well defended ports, and while the crew waited for Tiberius' call to arms, they decided to take up a bit of honest pirating for the time being, since they had received a bit of key information...
"Captain, are you sure you want to take that ship, they fly a plague flag!" shouted a crew mate
"Don't worry, I have some facts that prove we have nothing to fear thanks to our new recruits..." replied Tuggington
**FLASHBACK TO THE TAVERN**
"So Zeno, while I wait to take part in your plan, I heard you have a pretty good information network, any interesting stories about ships floating about?" asked Tuggington
"Well, rumor has it a certain ship, the 'Grey Eagle' I think, always is seen flying a plague flag out at sea, and every time they go into port, it's always lowered before they enter..." replied Zeno
"So, they fly the flag to dissuade pirates?" responded Tuggington
"Not sure, but it might be worthwhile to see for yourself, I heard their ship will be leaving Vortun soon, so now might be your only chance, for a while at least..." answered Zeno
**BACK TO THE PRESENT**
"Grey Eagle, your bounty will soon be mine..." said Tuggington to himself as the 'plague ship' came into the Scrap Iron Dreadnought's sights...

No- the Grey Eagle already left Vortun; it was gone by the time they arrived; apologies for any confusion
......
Unfortunately, the intel was slightly off- the plague flag was only flown when pirate ships were within close vicinity, not "flown all the time" so the ship they saw was not the Grey Eagle; though since it was not towing a derelict galleon you would think that would be the givaway
......
"Any ships in sight lookout?" Captain Jones called out.
"No sir; no ship within the observable horizon apart from the Serpent" he said.
"Guess the route is quiet today" Captain Jones observed
(Sorry to do this guys; but there is an important scene I need to do before Tuggington confronts me- and we're not quite there yet)

Tiberius followed Diesel in his orphan disguise all the way to his ship.
"Hmm, this could be a problem. I'll have to get them out of port before the Queen Redicci arrives, but how?"
And then he had an idea.
In the middle of the night he snuck onto Admiral Diesel's ship and raised a plague flag. By morning a mob was screaming for them to leave port.

On the outskirts of Vortun, where the Scrap Iron Dreadnought was docked, a pirate came running to Tuggington with excellent news...
"Captain! Admiral Diesel's been spotted on the island, but reports say he's been caught flying a plague flag and is being forced to leave the harbor!" shouted the pirate
"Good then... Will let Mr. Zeno's plan turn out fine then, then when the time comes with him at my back we'll be able to out that Admiral once and for all..." chuckled Tuggington as he stared out the window of his quarters...

Out at sea, the Grey Eagle was still towing the Serpent, and was 2 days from their destination. Frank's watch had just ended, so he went into a special room; that invention a friend of his had come up with allowed him to stay in touch with the others back home. It was important after all- Frank had another role besides the shipping company. Sitting at the telegraph, he put on the headset and the Morse code messages.

Frank was part of a resistance movement based on East Gartun. Having had enough of the oppresive monarchy and the corruption of the goverment bleeding the islands dry, the "Liberty for East Gartun" group vowed to fight back, and expel the corrupt government from East Gartun and the surrounding islands if they had to; with less manpower than the government, these plans Frank was coming up with were the only thing that could possibly even the odds in the fight.
Frank said his goodbyes and resumed his duties- East Gartun needed him and his plans. "My family and friends will be free... I swear it" he said to himself as he went back on deck

Admiral Diesel took down the flag and spoke to the mob. "I am not a pirate but rather the leader of the Navy. Take the damn flag and burn for all I care, just leave me alone because I have business here!"
If that worked is still to be determined, but Admiral Diesel knew someone was gonna get it when he figured out who.

Aboard the Grey Eagle, all was calm until a lookout called out "Ship sighted off the Port stern!" he called out.
Captain Jones and Second mate Frank looked through telescopes; indeed, in the distance off in the horizon, was a ship.
"I think I know that ship..." Frank said. The ship proceeded to get closer. It wasn't until it was about 3 1/2 miles away when it was finally confirmed.
"Pirates! Raise the plague flag!" Frank called out.
(A few minutes later)
Captain Tuggington was off in the latrine, so one of his men was on watch for the moment. As they got closer to the ship that was towing a galleon...
"Gah! That's a plague flag! Turn us away! Turn us away!" He ordered, terrified.

Tiberius, meamwhile, knew he had four days to spare and was relaxing, drinking mead and visiting all the brothels Vortun had to offer. It's okay though, because the sex workers at the brothels sought out that career, get paid directly, and aren't mistreated by their manager like historical brothels. Important clarification.
Anyway, the day before the Queen Redicci was due in, Tiberius was gathering ammo when he saw something strange...

While next to him, one of his crew mates pointed out "there sure are a lot of brothels for an island that has been described has been described as a major trade hub," aren't there?" One said.
"I know... you would think this place would be more built up and have more... refined places" said the other

Aboard the zeppelin, some crew were complaining. "we've been hovering for hours! Can't we land? I'm starting to get air sick!" One said.
"Be patient! And be very careful! These air sacks are filled with hydrogen gas!" The captain said.
"What does that mean?" Asked one crew member who was smoking a cigarette, who was standing next to a man smoking a pipe, who was standing next to a man smoking a cigar, who was standing next to a man just standing there with a lit match for no reason, who was standing next to a man playing with matches.

Anyways, when the Queen Redicci was due to arrive in four days, Captain Tuggington heard shouts of a plague ship from out on deck...
"Turn! there be a plague ship!" shouted a pirate
"Belay that!" yelled Tuggington in response
"But Captain, the plague!" shouted the same pirate
"No, that be the mysterious 'Grey Eagle'! I heard rumors in the tavern that pirates try to plunder the vessel, but it always raises the plague flag before a raid... So, as my instincts tell me, after that ship!" responded Tuggington as the crew finally succumbed and made way after the Grey Eagle...

Aboard the Grey Eagle, the crew were getting nervous.
"It's not working Frank! What do we do?" A sailor called out, getting nervous.
"Guess we establish communication" Frank said.
Picking up a pair of flags, Frank began trying to communicate with the ship in semaphore.
